Proposal for a High Performance Center in Libya.

A pre-design of an HPC is requested in Libya, the host country of the 2019 inter-African games, in an undetermined place. I developed a very complete and complex program inspired by the flag of Libya: The 5-pointed star was the entrance pavement and the crescent was the central building; the rest of the facilities were determined by the parallelepiped volume of some covered facilities, acting as a filter between the main administrative/residential building and the outdoor sports facilities.

 

Architectural proposal:

The total proposed installation will have an approximate extension of 30 ha. in a rectangle of approximately 750m by 400m. Much of it is destined for sports facilities and, other parts of its extension, for a forest area -called an oasis, imagined with an artificial lake with native vegetation located in front of the building-.

 

The central body is made of two large built volumes: the Central C building, an administrative and representative building, and Building I, for indoor sports facilities, with a total area of ​​42,646 m2.

 

Building C has a crescent-shaped floor plan -200m in diameter, variable depth and with a rectangular part attached to it through the basement floor, lower in height-; we have named it I.

 

Building C will house a lobby, offices, a medical center, residences, a dining room, a kitchen, 12 classrooms, a conference room/auditorium, a VIP area and some recreation rooms for athletes. In volume I there will be 3 indoor swimming pools, 6 gyms, warehouses and some machine rooms. The program contains the details of the departments and their characteristics. With a total area of ​​24,171m2, it has Basement-1, Ground Floor and three floors, despite the upper floors reducing in size, moving away from the extremes.

 

This organization of the building's plan welcomes visitors and athletes with open arms as a gesture of the cordiality of the Libyans to the Inter African games.

 

In the outer area, called the immediate environment, there would be the artificial lake, as a water pond for watering the garden, and parking for vehicles and buses.

 

In the area designed for outdoor sports, in the center of which we will find the athletics track, there are also spaces for indoor and outdoor tennis courts, hockey spaces, soccer spaces, indoor soccer spaces, beach volleyball spaces, outdoor pool spaces and spaces for possible future facilities.

Building I is the filter which separates visitors from the rest of the outdoor sports courts, located starting from the back facade of the pool building.

 

This space is composed by most of the closed sports facilities: the jump pools, the synchronized swimming pools, the Olympic pool, various gyms, weightlifting spaces, the boxing court, a teakwood space, a judo space, a fencing space, the rhythmic gymnastics court, a jump preparation space, a large gym, some weight rooms, a table tennis space, some changing rooms, some services and the warehouses, besides the filtration and machinery installation from the various swimming pools, with a total of 15,421 m2.

 

This rectangular volume becomes the diaphragm element between the representative building and the rest of the sports facilities, an intermediate step between one and the other. All the gyms are located here, being one of the rooms most used by all athletes of all disciplines; therefore, the athletes who will be running on the athletics track, will first pass through the gymnasium, as will do the tennis player, the soccer hockey player, etc.

 

The 3 indoor pools are located at a level of -3 meters below the ground floor, complementing visually the outdoor pool through a large window that overlooks the exterior steep hill exterior and allows natural light inside the building.

The distribution of the buildings eases the growth of future facilities to the north with the reference at the head of the main building, which acts as the door of the huge facility.
